Maintenance Management 101 & Shop Management Techniques

Maintenance Management 101

This workshop will provide the audience with a solid understanding of the principles surrounding effective maintenance management.  We will discuss and evaluate maintenance and repair concepts, service and breakdowns, managing repair costs, vehicle purchasing and replacement programs, workforce and staffing issues, the shop facility and upgrades, and cost management. To help assure maximum interest and results, the session will be as interactive as time allows, with attendee input, questions, comments and ideas welcomed.

Shop Management Techniques

During this workshop, attendees will learn about the essential elements of effective shop operations -- maintenance management using time proven techniques; the role of recordkeeping; preventive maintenance versus running repair; breakdowns and how to manage them; analyzing the typical costs associated with shop operations; identifying shop and maintenance efficiencies and controls.; managing with employee productivity in mind and understanding compliance with regulations. The session will allow for student input and an expansion of the discussion of ideas of most interest to attendees.

FAST Overview and User Training Session
The Federal Automotive Statistical Tool (FAST) is the mandatory system
of record used by all Federal government agencies to report data about
their motor vehicle fleet for use by the General Services Administration
(GSA), the Department of Energy (DOE), the Energy Information Agency
(EIA), and the Office of Management and Budget (OMB) in meeting a
variety of regulatory reporting requirements. This session will provide
a brief overview of the system, followed by an introductory training
session intended to familiarize users new to FAST reporting with the
system, the data collected, the various input forms and output reports
available through the FAST system. Underpinning all of this information
will be a focus on how new users can help ensure that the fleet-related
data collected by the FAST system is as complete, consistent, and
accurate as possible.

Exchange Sale: A Policy Perspective

Agencies that use the exchange/sale authority find that they can really stretch their procurement funds to acquire additional vehicles.  All fleet managers should be aware of this ability to use sales proceeds or exchange allowances to acquire assets, especially in these times of tightening budgets.  This session will provide an overview of what can and cannot be done with this authority, and the policies and procedures surrounding the exchange/sale authority.

FAST Data Quality: What's Wrong With My Data and What Should I Do About It?
The Federal Automotive Statistical Tool (FAST) is used by all Federal
government agencies to report data about their motor vehicle fleet for
use by GSA, DOE, EIA, and OMB. With five years of data now present in
the FAST system, the need for improving the "quality" of the data
submitted by the Federal agencies and then published by a variety of
government organizations is apparent. This session is intended for FAST
users of all levels, and will highlight some of the key areas where FAST
data quality (consistency, completeness, accuracy) needs to be improved.
It will focus on helping you identify and resolve data quality issues
within the data for which you are responsible. This session will be
partially a training session, and partially a facilitated dialog and
sharing of user experiences among the FAST management, the FAST system's maintenance team, agency administrators, and fleet-level users with goal of raising the awareness of the challenges related to improving the
overall quality of FAST data, and providing concrete guidance on meeting
those challenges.

Fraud Prevention in Fuel Cards
With the continued downsizing of oversight resources - - governmental agencies need to take advantage of continuous monitoring techniques to identify transactions that have high risk.  For example, although the DoD has taken aggressive action to improve its purchase card program, the program still needs better implementation and oversight of management controls at the activity level.  Every dollar that is not spent prudently through purchase cards is a dollar that is not being spent to support the global war on terrorism. Establish effective review and approval processes.  Learn how to utilize human capital management to foster accountability and implement innovative monitoring procedures to eliminate fraud and abuse by applying business rules that identify transactions with high risk.

Activity-Based Costing for Fleet Managers

This workshop will provide a comprehensive overview of activity-based costing (ABC) and how activity-based costing can lead to activity-based management (ABM) which will help fleets better manage the financial aspects of their operation.  The discussion will include the strengths of activity-based costing, the shortcomings of traditional cost accounting systems, and how activity-based costing techniques can be applied to fleet operations to improve management’s understanding of fleet cost structure and make-up.   The seminar will also provide a template for how to establish and implement an activity-based costing system, and the potential long-term benefits of applying activity-based costing and activity-based management techniques to a fleet operation.

Determining the Optimum Mix for Fleet/Vehicle Allocation Methodology

This workshop will focus on how to evaluate the efficiency of the existing fleet operation and determine the right mix for the fleet’s financial viability.  Topics will include analyzing fleet costs, assessing the importance of equipment utilization on the operation, and the role of customer service in the decision-making process.  The discussion will also examine the types of carriage and their impact on optimization issues and how to evaluate and scorecard core carrier performance levels.  Determining an optimal mix for fleet operations must also include an analysis of lane cost, supply and demand per lane, mode cost structure, and equipment availability and flexibility.
